Serving as a corrupt Marine Officer within the East Blue's 16th Branch, this rodent-like official is defined by his greed and arrogance. By accepting bribes from the Fishman pirate Arlong, he intentionally allowed criminal activity to flourish, even going so far as to seize Nami’s hard-earned treasure. Although he attempted to obstruct the Straw Hat Pirates following Arlong's downfall, his swift defeat led to his disgrace and ultimately triggered the issuance of Luffy's very first bounty.
