Tao Pai Pai

An elite assassin-for-hire and the younger brother of Tsuru-Sen'nin, this deadly mercenary was originally contracted by the Red Ribbon Army to eliminate Goku. Though he initially overpowered the young hero, his reign of terror faltered after Goku's intense training with Karin. After being rebuilt as a cyborg by his sibling, he resurfaced during the 23rd World Martial Arts Tournament to brutally battle fighters like Chaozu and Tenshinhan.
