Known as "Axe-Hand Morgan," this imposing Marine officer rules Shell Town through sheer terror and corruption. Distinguishable by his steel jaw and a massive axe replacing his right arm, he uses his high rank to exploit citizens and execute subordinates. Once a brave soldier, his thirst for power has turned him into a tyrant alongside his spoiled son, Helmeppo. Driven by an unhealthy obsession with status, he refuses to yield even when facing overwhelming defeat against Luffy.
