This character began the series as a fugitive, having evaded arrest for drug smuggling. He was ultimately apprehended by Rally Vincent while involved in Edward Haints' illegal gun trade, managing a warehouse full of illicit weapons. Rally, with assistance from Bill Collins, played a role in stopping these firearms from entering the streets.
