Acting as a self-important A.T.F. investigator who models himself after the legendary Eliot Ness, this Chicago agent uses coercive tactics to force Rally and May into assisting his failing gun-running probe. His reckless methods lead to a deadly massacre at a safehouse, orchestrated by the assassin Natasha Radinov. As the investigation collapses, he uncovers a deep-seated conspiracy involving his boss, George Black, and a political candidate targeting Rally, forcing him to face corruption within his own agency.
