Arbitro manages Vischio, a notorious narcotics syndicate. He is a blond man who almost always wears a mask to hide his identity. His personal interests involve an obsession with the appreciation and alteration of attractive young men, a fixation reflected in the nude male statues decorating his opulent home. He also keeps a human named Kau as a companion animal.
