Tsuru is a legendary Vice-Admiral known as the "Great Tactician." Serving as a key subordinate to Sengoku at the Marie Joie base, she possesses an elderly appearance similar to Dr. Kureha but maintains a sharp intellect and mastery of strategy. She played a pivotal role during the high-level Shichibukai meeting held to select a successor for the position vacated by Sir Crocodile.
