Kaishuu Katsu

As the chief of staff for the Shogun's Edo forces, this Edo native was deeply committed to preventing conflict in the city. He skillfully leveraged diplomatic efforts with British and French figures to broker a peace negotiation with Saigo Takamori on behalf of Tokugawa Yoshinobu. Previously serving as the Navy Magistrate, he also played a significant role as a mentor to Sakamoto Ryōma, who ultimately became his protector.
