Gennai Hiraga

Gennai Hiraga is a recurring antagonist who wields mysterious green lightning capable of widespread destruction. His powers have crippled New York's power grid and leveled structures in Washington D.C. During a later confrontation, he engages Yomiko in a climactic sword fight using unique weaponry. He is eventually defeated when a clever maneuver causes him to be frozen solid instantly.
