Once a high-ranking lieutenant general and close ally of Tōdō, this former officer turned to radical tactics to highlight the Nippon Kaihō Sensen’s struggle against Britannia. By seizing students and civilians as hostages at the Lake Kawaguchi Convention Center Hotel, he attempted to force global attention onto the resistance. However, this desperate act of defiance ultimately earned him the sharp condemnation of both Zero and his former comrade, Tōdō.
